Where "Two-Pot Screamer" Comes From
A "pot" is a beer glass — but exactly how much beer that is depends entirely on which state you're standing in. Australia never settled on one national set of glass names or sizes: what's a "pot" in Queensland or Victoria might be called a "middy" in NSW, and sizes for the same name can differ between states too. That inconsistency is well documented and still trips up interstate and overseas visitors ordering a round.
None of that stops the phrase from being understood everywhere, though — a "two-pot screamer" is simply someone whose tolerance is so low that two modest beers, whatever the local pot happens to hold, are already enough to have them loud and giggly. The earliest print citations trace a "one-pot screamer" in the Dubbo Liberal on 6 March 1948, with "two-pot screamer" itself appearing in the Canberra Times on 10 April 1951.

How Aussies Actually Use It
Affectionate rather than mean-spirited — usually said as a warning before a big night out, or as gentle ribbing after someone's had a bit too much, too fast.
It's the kind of good-natured stirring mates give each other, part of a long tradition of Aussie drinking-culture nicknames.
